Australia Bans Bulk Carrier Over Falsified Crew Records

The Australian Maritime Safety Authority (AMSA) has banned a bulk carrier from entering the country's ports after inspectors discovered falsified crew work and rest hour records during a routine port state control inspection. The authority said the fabricated documentation masked excessive working hours among seafarers, raising concerns about crew fatigue and the vessel's overall safety management. AMSA inspectors identified discrepancies between the ship's official work and rest hour logs and other onboard evidence, indicating that records had been altered to conceal breaches of international labour standards under the Maritime Labour Convention. Falsifying such records is considered a serious safety deficiency, as fatigued crews are at greater risk of making errors that can lead to accidents, pollution incidents or structural failures at sea. Under AMSA's enforcement powers, vessels found with serious or repeated deficiencies can be refused access to Australian ports until the operator demonstrates that corrective action has been taken and that the ship complies with international safety and labour conventions. Port state control regimes such as AMSA's are designed to catch substandard ships that may otherwise evade scrutiny under their flag state. AMSA has reiterated that it will continue to target vessels suspected of manipulating crew welfare records, warning that falsification of work and rest hours will be treated as a significant compliance failure with direct consequences for a ship's ability to trade in Australian waters.
