Rankings run inside PSCI pools (small / medium / large) so managers only compete with peers of similar inspection exposure; a manager is credited with an inspection when they were the ISM manager on the inspection date. Sources: official inspection records of the Paris, Tokyo, Mediterranean, Black Sea, Indian Ocean and Abuja MOUs.
