This area which comprises Singapore, Indonesia, Malaysia and the Philippines is a hot spot for the international ship repair business as alone Singapore accounts for 25 per cent of the $20 billion ship repair works taken worldwide annually. Strategically located at the Strait of Malacca where 20-25% of world seaborne trade are passing through and also being the busiest port in the world and one of the top bunkering places Singapore is the ideal location for a prospering ship repair industry which to a great extend is dedicated to the offshore oil & gas business. In 2017 the entire South East Asia & Pacific ship repair and maintenance market is accounted for a roughly 35 % market share of the global ship repair and maintenance business. Indonesia, Singapore, Vietnam and the Philippines will create and witness fierce competition within the regional market. Singapore has sought to maintain its leading role in ship repair by entering into alliance agreements with major ship owners and operators, and attempting to retain its long-standing reputation as a relatively low cost centre by hiring labour from lower cost sources such as China, Malaysia, India and the Philippines. Singapore dominates the region with its quality and cost-effective ship repair and maintenance services. A number of Singapore facilities which may be uncompetitive at basic ship repair activities are key players in specialist sectors. An example is Sembcorp Marine, which while probably being at a cost disadvantages in conventional repair work compared to rival yards in low cost areas, has used its expertise in offshore conversion to retain a strong market presence. Top player is Keppel Shipyard, being a leader in the conversion of Floating Production Storage and Offloading (FPSO) units, Floating Storage and Offloading (FSO) vessels and Floating Storage and Regasification Units (FSRU). Keppel repairs and refurbishes an average of over 400 vessels per year. In Singapore, Keppel has three sites: Tuas, Benoi and Gul. Rapid shipyard development in the Asia Pacific region, including foreign shipyards in Batam (Indonesia) and neighboring countries, will be a serious threat to the Indonesian (national) shipyards, not only in shipbuilding but also in the ship repair business. Indonesia, although having more than 50 ship repair yards with a capacity between 1,000 and 30,000 dwt, is suffering from its low competitiveness. Even 20 percent of the domestic fleet is being repaired abroad. There are more than 150 shipyards and ship repairing companies in the Philippines many of them with ownership in other Asian countries. Major shipyards in the country include: • Hanjin Shipyard, Subic (Korean owned) • Keppel Subic Shipyard and Keppel Batangas Shipyard (Singaporean owned) • Subic Drydock (Philippines owned) • Herma Shipyard, Bantaan(Philippines owned) • Tsuneishi Shipyard, Cebu (Japanese owned) • Mactan Shipyard Corp., Cebuangas
